Well i work in Painter X and use a Wacom Intuos 3 tablet, i started off using a black base, then used the pencil brush and a lot of grain to give like a spattered effect, then just sat in front of the screen with a finer tipped pencil and a bit of opacity painting each stroke on the coat. work from darker to lighter strokes to give it depth.
